When ‘supply-chain risk’ becomes a political lever in procurement fights, it stops being a security category and starts being a tool for discipline — one that can chill safety demands without making anyone safer.
Anthropic’s clash with the U.S. Department of Defense is being framed as a personality feud and a partisan drama. The more consequential story is procedural: a label that sounds like a sober cybersecurity judgment is being used as a pressure tactic in an argument over how much control vendors can retain over “lawful use” of their models.
What Happened
Over the past week, Anthropic and the Pentagon have been in open conflict over the terms under which the military can use Anthropic’s Claude models. CNBC reports that negotiations broke down after Anthropic sought explicit guarantees that Claude would not be used for domestic surveillance or autonomous weapons, while the Pentagon pushed for the ability to use the technology for “any lawful use.” President Donald Trump then directed federal agencies to cease use of Anthropic’s tools, and Defense Secretary Pete Hegseth said he would designate the company a “supply-chain risk.”

The interesting question isn’t whether Anthropic “wins” this negotiation. It’s what the negotiation establishes as a repeatable pattern. That matters because “lawful” is an extremely low bar for high-impact AI. Much of the harm people worry about doesn’t require illegality.
