The natural compromise is vague principles (“no domestic surveillance”) paired with broad deployment (“unclassified networks”), because both sides can claim victory without creating enforceable constraints.
Meanwhile, the competitive dynamic pushes in one direction: if one lab refuses, another will say yes. That is exactly why principled opt-outs are unstable as a governance strategy.
